52. GENERAL RULES. – The following rules are to govern the aetion of officers in command of H.N.ships in dealing with eases of pirasy on the inland waters and the coasts of China as well as on the high seas.

VESSELS DETAIL O - In case of a vessel being detained as a pirate, or on suspicion, the report of the siromastangos is to son- tain a copy of the register found in the vessel, as well as the name of the official to whom she has been transferred. A sopy of this report is to be formrded immediately by the Senior Officer to the Consul-General at Canton. Tam a vessel is moposted, but sufficient grounds do not exist to detain her, a copy of the register should be forwarded in a similar manner.
POWER OF DETITION, - 1.1.Ships have no power to detain a Tassel as a pirate mless there is a strong suspicion of the piratie- al character of the vessel, thên cha may be detained.
STIKKPOTS. - Stinkpets being strictly forbidden in Chinese vessels, their presenes, joined to a valid suspicion of the vessel being engaged in piratišal pursuits, would justify the detention of A veizol.
4. CAPTURE OF FIRATICAL VISSILA. - Piratical vessels and erews saptured on inland waterways or within three miles of the coast of China, by H.X.Ships, either when seting independently or in so¬sperat ion with Chinese eruisers, are to be given up to the native authori- ties with the stipulation that the persons on board them are to receive a fair trial and are net subjected to terture nor to any punishment repugnant to the usages of sivilised nations; but vessels should only be saptured within three miles of the coast in an set of piracy or on the grounds of grave suspicion.
5. Pirationl vessels and erom exptured by H.M.Ships outside the three-mile line, 1.0. on the "High seas”, when asting indepen- dently, are invariably to be taken för trial to the nearest British court of law.
6. In the event of the expture of piratical vessels and their crew by H.M.Ships on the high seas, then sc-sperating with Chinese sruisers, such sapter will deal with his own prison and erew. British-made prizes should be dealt with at Hongkong.
7. British subjects, if distinguishable, may be taken out of the prises made by the Chinese in a joint operation.

TWO KWANG PROVINCES. - As the Governor-General of the Two Kwang Provinces has promised to do all in his power to rid the rivers and ereeks of pirates, the Commander-in-Chief is of opinion that the pppression of piracy within Chinese jurisdiction should devolve upon the Chinese Authorities, but H.K.Ships may so-operate when so requested by thenative authorities (through the Gengul) with the exseptions hereinafter mentioned, viz:-
